Redundancy improvements for FastConnect

Oracle Cloud Infrastructure FastConnect now makes it easier to configure redundancy. Several types of redundancy are supported:

• Location redundancy – optimal link, device, and location redundancy by provisioning at least two virtual circuits in different FastConnect locations connected to the same OCI region.
• Device redundancy – minimum recommended link and device redundancy with at least two virtual circuits on different devices in the same FastConnect location.
• Single FastConnect – a single FastConnect virtual circuit without any redundancy.

The OCI Console also now detects and indicates which virtual circuits don't have any redundancy, and what redundancy level is applied based on the existing configuration.
