Maximum number of clusters for an SDDC increased from 6 to 15

The number of clusters that you can create in an SDDC has been increased from 6 to 15. The new limits are:
- Maximum number of management clusters: 1 (required)
- Maximum number of workload clusters: 14
- Total number of clusters per SDDC: 15
