ADS JupyterLab UI Enhancements

The Environment Explorer tab list view has been updated with:

• The Actions menu that allows you to easily run install, uninstall, clone, and publish commands.
• The What's new block in the conda description describes the new features in the upcoming conda environments.

The Launcher tab has been updated with:

• The Diagnostic Pane that provides information about user access to the internet, resource principal, and conda environments.
• The Settings section allowing you to specify the location to store published conda environments, and how to authenticate with Object Storage using a user-friendly form.
• A Publish action has been added to the launcher item's menu.
